Charner Léonard Victor Joseph
(1797—1869)

Leonard Victor Charner was a French serviceman of the XIX century who participated in numerous campaigns under Restoration, the July monarchy and the Second Empire and tried to make a political career after the Revolution of 1848. Leopold Victor Charner was the son of a distiller of Swiss origin established in Saint-Brieuc. He studied in the Imperial Navy school in Toulon. Named first-rate aspirant at the beginning of 1815, he was promoted sub-lieutenant in 1820, then first lieutenant of vessel in 1828. He performed numerous campaigns and notably participated in the expedition of Algiers. Lieutenant commander in 1837, he was second in command of the «Belle Poule», when this frigate brought back of Saint Helena cinder of the emperor Napoleon. After the Revolution of 1848, Charner was elected deputy in the department of Côtes-du-Nord and remained him until 1851. Having promoted rear admiral February 3rd, 1852, he was named in July, 1853 to the command in second of the squadron of Ocean.

During the Crimean war, he participated in the operations of Yalta and Sevastopol. Rear admiral on June 7th, 1855, he becomes member of the Council of Jobs of Navy, which he will chair from 1858 till 1860.

On February 4th, 1860, the rear admiral Charner accepts the chief command of the naval division of the seas of China and force of earth and sea in Cochinchine. He participated in this title in the conquest of Cochinchine, where he organized the colony before being reminded in France at the end of the year on 1861. Graduate Holder of the grand cross of the Legion of honour on February 10th, 1861, named irremovable senator on February 12th, 1862, Leopold Victor Charner was well brought up in the respectability of admiral of France on November 15th, 1864. He died in Paris on February 7th, 1869 and was buried in his home town of Saint-Brieuc.
